Today, the ICL Group has presented its innovative projects at a meeting of the Association for Digital Development Assistance attended by Rustam Minnikhanov, Rais of Tatarstan, in Kazan's Multidisciplinary Lyceum No. 11.
Before the meeting, Rustam Minnikhanov familiarized himself with a number of promising innovative developments of the ICL Group.
For example, the Safe School project of ICL Services implies using video analytics systems and AI to control educational institutions' security. In case of any suspicious activity, a corresponding signal is sent to the security desk. The project is being piloted in Lyceum No. 11.
Then, Rustam Minnikhanov was presented the regional automated system project for emergency healthcare and disaster medicine developed by ICL Soft. The project is designed to improve the call handling quality and reduce the time of waiting for ambulance arrival and further hospitalization of the injured. The system covers all the 44 emergency healthcare institutions of Tatarstan (256 teams and 411 ambulance cars in total). Every day, from 3,000 to 5,000 calls are processed in the system. Over 1.3 million calls have been serviced in 2023. A scheme of interaction with the Safe School system has been developed.
When welcoming the meeting participants, Rustam Minnikhanov reminded them that the country's President has set the task to achieve technological sovereignty in the key economic and social sectors. "The association plays a great role in coordinating the work involving the universities, enterprises, authorities, and the expert community," Rais of Tatarstan emphasized.
He pointed out that one of the most important tasks is to ensure the safety of the educational process. Today, several companies offer AI-based biometric access and video stream processing solutions. Some of these solutions are already being piloted in Tatarstan's educational establishments. "Today we've been introduced to another ICL solution. The Ministry of Digital Development and the Ministry of Education and Science in cooperation with the law enforcement agencies should ensure piloting of various solutions in educational establishments and report on the results at the end of the year," Rustam Minnikhanov said.
He added that the country's leadership has set the task to ensure transition to domestic software by the end of the year. "We are working with ICL to transition the Tatarstan-wide and municipal institutions to the Astra Linux operating system. This process should be completed in November," Rais of Tatarstan specified.
Rustam Minnikhanov also admitted a sharp increase in the number of cyberattacks from abroad. "The enterprises' management is to ensure stable and safe operation. The main solution here is to use domestic equipment with information protection installed at the critical infrastructure facilities. The Ministry of Industry and Trade and the Ministry of Digital Development should follow up this issue," he said.
Next, Ruslan Vagizov, CEO of ICL Services, reported on the current status of the Astra Linux import substitution project and voiced his proposals for further development of Tatarstan's IT landscape. Irek Azizov, CEO of ICL System Technologies, reported on the use of ICL trusted hardware and software systems at the critical information infrastructure facilities of Tatarstan. The meeting was moderated by Rifkat Minnikhanov, President of the Academy of Sciences of the Republic of Tatarstan and Chairperson of the Council of the Association for Digital Development Assistance.
